In the video this week (CSS: Page Layouts) I noticed that the author styled the HTML background color. I didn't even know you could do that. I thought that only the "body" could be styled because that is the content that takes up the entire screen space. So what is best practice? Should we always take advantage of the extra layer (html) by styling it and the body element, or did he do that just for demonstration purposes?

I actually hadn't seen that much myself, either. I've generally put a few general rules in for the body and then used a container inside the body to control the width of the design area.
In the film, he was using the body tag more like I use the container. I have seen setting a few general rules in the html, but not the page background or anything like that.
I think that most people have done what I am doing. That's what you see more often. I suppose that doing it the way they did in the movie removes one html element that you might not need otherwise (the container.) It might be worth experimenting with.
