my .psd file from Photoshop for the Home Page of the website I am working on for this project. However, the internal pages will maintain the same size values (widths, header, nav-bar, main content area, and footer) - the background image will be split into the header and footer areas, leaving the main content area for text and image files on a solid background. View the jpeg mockup with section descriptions along the left side extended margin. One change - the Home Page header To use an image for the title, Blue Prints for Surviving DROUGHT, instead of text shown.

Your design looks good. I'm really looking forward to seeing some of the info.
We should just talk about your page width. It looks to me as though your main design area is 1000px wide. That's fine. For a fixed width, you would put the container around it and set it at 1000px. You can add the border. Set the side margins to auto, and it will center. Then, just use a background color for the body tag, and that will be the background color that shows beside your main design area. If you don't want the borders on the container to be smack against the sides of the design area for some reason, you can always put in some padding that will leave some space between the design area and the borders.
Making the width of your design area fluid and responsive, such as setting it at 73% of the page width would require a much more complex CSS with media queries, etc. We spend 8 weeks learning that in my 112 class. I wouldn't try doing that with a fixed width background image - unless you really know what you are doing.
Font Choices: Remember that your users will only see the fonts that they have on their computers - unless you use Web fonts. We did study that, so you should be able to handle that OK.
