My browser would not open that page. However, I was able to download the bal.dwt file from your site and open it in Dreamweaver.
There are many problems.
Remember that you need to keep all of the files for the project site together in one folder apart from your other files. That allows you to keep track of them better and to establish good, consistent links between them. Although the project template will be in your templates folder, the rest of the project files including your images and .css file, should be in the project folder.
In this template, which was not in the templates folder, the links to images are not working, or the images are just not present.
All of the CSS is in the head of the page. For a site where all of the pages use the same styles, you need to put all of your css in an external .css file. Then, all of the pages can link to it.
You have used a lot of AP div's. We have been studying page layout, and AP div's are not often a good solution. There are a few times that they are good to use, but not for building the major structure of a page. I would like to see you use non APdiv page construction where ever possible. This is very important for usability and for current Web standards.
If you need some help, please let me know. We only have one more week, so this needs to be done fairly quickly.

This is much better and coming. It looks to me as though you will have a difficult time getting the background images for the large boxes down the length of your page the way that you have this structured. As an example for you, I've restructured the html and css here: gc.palomar.edu/34634/34634wbrewster3897/Project/indextemp2.htmlI made boxes down the length of the page. There are about 6 boxes. Right now, they all have the same height and background image. I exported the background image for box1 from your photoshop file. You'll have to export the other background images and then adjust the url and the height for box2, box 3 and box 4. I added an "article" element in each box. That is the dark rectangle that goes around the text in each box. I didn't add the transparency. You'll have to do that. You'll also have to add the text in each one. In box5 there is an image of a phone on the left. I left a space for it, and adjusted the height of the box. You'll have to export the image from your photoshop file and place it in where the I have the space for "phone.jpg". The rest is not totally complete. Needs more styling on the text, but I hoped that you would get the idea of how to do this if I went this far. It looks to me as though you copied styles from another file, because there are a number of CSS files for things that aren't in your page. If you use a started file, I would always go through the css and html and eliminate what does not apply to your page. It gets very confusing for anyone, including you, who need to edit the files with all of the extra in there. It's also a big download. I've uploaded new files to your site so that you can see what I did. There are indextemp2.html, indextemp2.css and the Box1BG.jpg file that's in the ProjectImages folder. You can expand your files panel so that you see both the local and remote files. Then, select those files on the remote side, and click the download arrow. See how much shorter my css file is and how much easier it is to follow without all of the extra in there. It will only work with the new html file, so you have to use those two files together. I'm assuming that the whole center section of the page is just for your home page. Your other pages will have different content than the boxes.

PS - there are a few css rules in the head of your page. You should move those to the external css file.
